The purpose of the Installation Appearance Plan and Landscape Recovery Plan is to provide planning documents and processes to ensure that the public safety and visual environment goals of the Naval Construction Battalion Center and the Navy are effectively and efficiently met.
The scope of the Installation Appearance Plan is to:
- identify the geographic areas and functional districts of the installation;
- identify the visual assets and liabilities of the districts;
analyze the unique districts of the installation and classify the architectural styles; - provide direction on the architectural style for all planned and imminent construction;
- provide design concepts and recommendations for the installation in general and specific to the individual districts; and
- establish a process to ensure the plan is administered and implemented with each new and renovation project.
The scope of the Landscape Recovery Plan is to:
- provide a base-wide comprehensive landscape design;
- establish clear phases for the implementation of the plan, with construction packages ranging from $700,000 to $3,000,000; and
- re-establish the landscape and grounds at NCBC Gulfport to a pre-Hurricane Katrina state, with an emphasis on public safety standards and context appropriate design.
The Landscape Recovery Plan develops standards for the restoration of landscape and hardscape in developed and undeveloped natural areas; street tree plantings along primary and secondary streets; nature trails; flag displays; signage; lighting; pedestrian plazas; and existing and new sidewalks.
